The System bundle is required to export a number of OSGi spec packages. Some of
these must come from the system bundle, but others (for example,
org.osgi.service.resolver) can be provided by other bundles as well. It is
important, therefore, that the framework defines uses constraints on these
packages.
Specifically "org.osgi.service.resolver" uses "org.osgi.resource" and both are
available as separate installable bundles.
