Hall commented on FELIX-3239: I think I understand why this started happening. While specifying the R5 resolver API we changed how we handled attached fragment capabilities. The old approach actually attached fragment capabilities to the host, but the new approach doesn't. This is likely the root of the issue. I'll try to take a look into it.
