I believe that this will allow for comments at just about every level of 
config.xml.

Is there any other type of information that we need/want to be able to store?

I would rather get all foreseeable changes in now, so that we don't end coming 
out with
attributes-1.3, 1.4, ...

If no one has any suggestions of other information that should (could) be 
stored in config.xml
then I'll mark this as finished in about a week (Aug 6, 2007)
