Allow jUDDI configuration via a GBean

Currently the jUDDI RegistryEngine is started by servlet contained in the web
applications and configured by reading juddi.properties
The engine should be converted to a GBean with its properties exposed as
managed attributes. This will also avoid the need for a startup servlet.
