time for 2.0.25?

apache.org seems to have been running .24 (+mod_include fix)
for a while now (3days).

How about we TagRoll .25 put it up on apache.org and if all goes 
well monday will be beta2 day.

2.0.25 compiles and runs on Solaris 8/x86.  The 404/506 errors are now
fixed, so I'm cool with this.
