If SecondaryFileSystemProvider failed to resolve secondary file system URI, the
following exception is thrown: "java.lang.IllegalArgumentException: Failed to
resolve secondary file system configuration path: [path]"
We need to give user possible solutions:
1) Check if file exists (either absolute or relative to IGNITE_HOME)
2) Check if there is enough access rights.
