docs: document Precise Throughput Timer

## Description
This PR renames Exponential Timer to Precise Throughput Timer and improves 
documentation.

## Motivation and Context
The documentation was missing in the original PR: 
https://github.com/apache/jmeter/pull/231

## How Has This Been Tested?
`ant docs-site`

## Types of changes
- Documentation
- Timer class renamed, however it should not break existing test plans as 
4.0 has not been released yet
