docs: document Precise Throughput Timer
## Description
This PR renames Exponential Timer to Precise Throughput Timer and improves
documentation.
## Motivation and Context
The documentation was missing in the original PR:
https://github.com/apache/jmeter/pull/231
## How Has This Been Tested?
