I'd rather recommend using XLIFF for teams who prefer such workflows ;) As long as you use po, you need a application-dependend logic to handle suggestions in parallel to final translation. For XLIFF, it is a "native" feature of the file format standard. Among all the other improvements of pootle and transalte toolkit, XLIFF processing is really good now.
