You better ask those questions again in the lingucomponent mailing list.
There you can find the experts.

AFAIK you will need an affix file since at least the encoding of the
dictionary file is provided in the affix file only.

I read this site [2] and was wondering if perhaps I don't need to

Also a note to add is that I found aspell's adding a new language
tutorial very informative and easy to follow [3]  There were sets of
scripts that did much of the work, and in the end an easily installed
and distributable package.  Is created.  Is this something that is
being worked on in the hunspell front?
