I can confirm this error, which only happens in OO.o PO UI tree. not
in OO.o PO Help nor OO.o L10n TCM.

I am having problems with pootle too, but when trying to upload files.
I choose the 'overwrite' method, pootle don't give me any error but the
files aren't overwritten with the new ones. Tested only in italian ui
section.
I'm also moving the thread to the tools@l10n list, which is surely
better for this kind of reports.
