Yum does not require the directory of the baseurl to exist as an http location. That’s just a convention from people hosting with older web servers like Apache. The v3.9.0 OpenShift release has been tagged https://github.com/openshift/origin/releases/tag/v3.9.0 and images have been pushed to the Docker Hub.
