It could be configured that way.  You should be able to statically test
that with the on disk config for dnsmasq to see if it works as expected
(you'll want the node ip first)

service discovery if node service down

Will service discovery works during node service restart or node service down 
for some reason? Before 3.6, all service discover happens at master’s level, 
but 3.6 onwards, service discovery offloaded to nodes via dnsmasq --> node 
service.

During our test, service discovery not working during node restart. Why dnsmasq 
not forwarding to masters in case node service down or not available?
