[rdo-dev] rdopkg in EPEL 8

Hi folks,

rdopkg does not install on EPEL 8 due to missing dependencies:

https://bugzilla.redhat.com/1824313 [build python-distroinfo for EPEL 8]
https://bugzilla.redhat.com/1824314 [build python-pymod2pkg for EPEL 8]

For pymod2pkg, I'm having trouble understanding why this RPM has
certain BuildRequires. As one example, I cannot find any references to
the testresources library in the upstream pymod2pkg Git repository at
all (beyond the test-requirements.txt file).
