If there aren't any objections, I will plan to do a release in a week
or so.  I'm not aware of any issues that need to be fixed, so having a
new release for a new year seems like a good idea.

[log4cxx] Release time?

I'm thinking it may be about time for a release in order to fix a number of
the issues that have been fixed since 0.12.0.  The only thing left to do at
this point is a relatively minor issue with documentation, and to update
the ABI checks so that it doesn't fail anymore via github actions.

Is there anything else that would be good for this version?  Most of the
other issues currently in JIRA are a bit more complicated to fix, so this
seems like a pretty good stopping point.
