Lucene 9.4 release notes draft

Hi all I published a draft of the release notes here:
https://cwiki.apache.org/confluence/display/LUCENE/Release+Notes+9.4

Please review and feel free to make corrections/additions directly in
confluence. I didn't include everything in CHANGES, so I may have
missed something that deserves a mention. Also I edited the
descriptions a bit to make them more "user friendly" by adding some
more context, but I'm not sure I got it right in very case, so if you
have a change in there, please review the wording! Thanks
