Slightly updated patch.  Few notes

- still no tests.  I can test core-creation, but as I mentioned in a comment 
above, I'm seeing 'quirky' behavior on collection creation.
- still haven't touched Schema API.  That's my goal for tomorrow.
- right now uses LuceneMatchVersion to determine whether enforcement is done.  
Can change that later on if that's the consensus.

Not ready for review yet.  Just putting it up here as backup (or in case I'm 
going down a path that's completely wrong).  A few notes:

- added verification checks in {{IndexSchema}} and {{DocumentBuilder}}.  These 
depend on the luceneMatchVersion being >= 6.0.  Easy to change if we want this 
to be configured differently.
- no tests yet.  Plan on adding them shortly.

Hope to resume work on this tomorrow.
