After chatting with Infra on hipchat about the email notification flood problems on SOLR-8029 and SOLR-4500, I filed a JIRA at their request: <https://issues.apache.org/jira/browse/INFRA-13410>.
Initial indications are that procmailrc rules that should interdict auto-replies before they reach JIRA were never ported to the new hardware when the JIRA instance was recently moved.
