Some are available at http://ooodocs.sourceforge.net/graphics/banners/index.html but only the banners that do not specifically refer to version 1.0 should be used. There are others that have been created and will be made easily accessible once I figure out how to use the CVS to do so. For the moment, you can reach them in Ussezilla. (The "Here comes the marketing slogan!" buttons should be modified to include an actual positioner.)
