I do think that the tablet market is largely wide open for OOo/LO but that window of opportunity could be narrow. It would be a good strategy to get OOo to Android asap because chances are that tablet users would also install OOo on any Windows PCs they use if it was on their tablet, especially if they use the tablet more. If one tablet manufacturer pre-installs OOo others will so as not to lose competitive edge. Openoffice.org (and line libreoffice) is an open source project. As such, there is nobody you have to "go to" for permission to use the code, as long as you abide by the licenses associated with the code (mostly having to do with releasing and licensing the source code).
