Flash is not a format, is a toolkit/VM which you can build applications, in those apps there is a video player, but most people confuse flash with a file format because they had a native encapsulated flv, but most apps are actually swf. I agree that youtube contribute to distor the idea of what flash is. PDF is more like a document file, but I wouldnt think of it as IDE/Toolkit development stack.
