With Maven 2.0.9-RC5 + 2.0-alpha-2, the issue is still there, but with Maven
2.0.9-RC5 + 2.0-alpha-3 it's ok !!!

which is located at the apache's snapshot repository

This should be fixed when you use 2.0.9. It was a core bug that caused Maven to 
ignore the settings when there was no pom. If you're interested in testing out 
the latest 2.0.9 Release Candidate to verify this fix, you can find it here:
