The move is complete and the apache code is now in the
maven-sandbox/plugins/maven-shade-plugin.

The fate of the shade source at mojo is still pending but the votes so
far indicate it will be a full move. (removed from the mojo svn)

That screams plugin helper. The include/exclude bit being  a helper  
that could then be common in all plugins by the use of the plugin.  
One of Greg's ideas a while back when I was chatting with him.

had to be moved.  One downside to it moving though, is that mojo

It makes uberjar thingies and does some class filtering muck to protect 
includeded dependencies kinda in the same light as jarjar.

It's used by maven to build maven itself, so it's essentially a core plugin 
now. The core functionality should coexist with the rest of the maven project. 
This vote really is if the maven team wants to bring the code in house. If it 
is forked and left at mojo or just plain moved would be a question for the mojo 
team. (ie choose to delete from their sandbox or maintain it separately)
