I don't think so, I think it's the asignee who gets mail by default.

Brett is right, the reporter gets an email. If you're a jira admin you can
simply check the notification scheme used. I've just checked it for the MNG
JIRA project.

What I should also mention is that you define in your profile whether you
want to be notified or not of changes you make, so you won't receive an
email when you create an issue or comment on it if you have decided not to
receive emails for your notifications...
