AS far as I remember yes, I had just rebuilt m2 from svn trunk just before doing the release. Why? Is this prerequisites stuff supposed to be fixed in svn? plugins != Maven. Bootstrapping actually doesn't build any plugins any more (Jason turned it off very recently). Just update the release plugin and mvn install it.
