+1, verified below items:

1. clone and checkout 1.4.0.rc0 code, build from source with USE_MKLDNN=1 
USE_BLAS=mkl
2. run example/image-classification/benchmark_score.py on CPU. The script works 
well and performance looks good.
3. run models in example/quantization/ on CPU. The scripts work well and INT8 
performance/accuracy looks good.
