Yes there is indeed a big difference.

Note that the VOTE process at the ASF has not only the intention to make verify 
technical integrity.

It's also here to check whether all legal requirements are met. E.g checking 
the License of each file, notices, whether the code provenance is clean, etc.

To be precise, all votes should be taken into account from a community
perspective but it's only (P)PMC member's votes which are "binding"
from the ASF's point of view.

The goal is to make the release an act of the Foundation instead of an
act of individuals.

Indeed, that is definitely a big distinction of NetCAT under Apache.

NetCAT will exist as input into the process of the Apache VOTE thread,
i.e., though it cannot be the single deciding factor as it has been under
Oracle and Sun.

Do we not need to tailor this plan for the Apache process?

i.e. Netcat is 1 process we have of validating if a release is ready to go, but 
I thought in Apache[1], but there needs to be a VOTE thread on the dev mailing 
list and only the committers votes are taken into account.

So on the timeline on the confluence page, when are we proposing to start the 
vote?  and how does the NetCAT programme feedback feed into this?

I agree with this. Too, I think that traffic will be quite a bit of noise
for the dev channel actually; a couple more hundred a month is a good
amount if one stacks on a healthy and growing dev list. I imagine we will
already get the NB platform traffic here initially.

I propose that, for the first NetCAT in Apache, i.e., NetCAT 9.0, we have a
separate mailing list, i.e., net...@netbeans.incubator.apache.org.

Based on previous NetCAT programs, there should be quite a few people
signed up that mailing list and a lot of very specific NetCAT discussion.

Then, after that NetCAT program, when 9.0 is released, we can re-evaluate
whether it makes sense to have a separate mailing list for this under
Apache.

Jirka Kovalsky, who has been leading NetCAT from the beginning, has
provided a lot of info on NetCAT on the Apache NetBeans Wiki over the last
few days:

Emilian is right that typically the traffic is high in the beginning. 
This can result in getting between 20 - 50 mails daily with purely 
NetCAT related content. Please see attached chart with e-mail traffic 
during NetCAT 8.1 program.


Secondly, having a separate mailing list helps monitoring the traffic 
and producing exactly charts like the one attached. Mixing NetCAT 
communication with other stuff via dev@ list will not work, because 
people never got used to prefixing subjects of their e-mails. Due to 
this it will be more difficult to recognize best NetCAT contributors at 
the end of the programs.

Mark,

It might be a bit of both, or at lease use the NetCat process as their
first foray into working on an OS project like NetBeans.

Some of us even provide fixes for defects we noticed, fix tutorials etc...

For example, I'm, not a committer, but I do try to take part in the
NetCat process.  Maybe in the future when I start giving more to the
community/project I'll be voted in as a committer.
