This is because, when you are raising a purchase order to supplier, and when that supplier will send invoice to you, he will include sales tax in that invoice. Purchase order is agreement between supplier and you and this agreement will say what items supplier will send to you at what price and along with it what will be other charges included. Because when it was committed the R15.12 branch did not exist and the fix was only put in trunk.
