You describe very correctly the duties of a chair, seen from our bylaws.
But apart from that, there seems be an unwritten rule the chair is
normally also quite active..

In the bigger part of ASF projects, the PMC is active together with the
chair, in that case chair function is purely administrative.

You can find some project where the chair is active, but the rest of the
PMC is only limited active, in that case the chair should be active in
reactivating the PMC.

I have yet to find a project where the chair is inactive while the PMC is
active.

Bear in mind I dont speak of the chair as a role (which you have already
correctly described), but the person behind the role. That person, should
always have a finger on the pulse of  the community, be prepared to help
solve conflictsof course if the PMC group is active, this is not a
problem.and most importantly that person should having the backing of
the PMC group.

eligibility. As I verified, nominees needn't be PMC members, since they can
be admitted to the PMC as part of their election. They needn't be
OpenOffice committers either, but in practice the new Chair needs to have a
good knowledge of the project, so I see it reasonable (but again, not
mandatory) that the new Chair is chosen among the OpenOffice committers:

@Michael, I did not put any names here, because I do not have any names, I
resigned from the PMC in 2014 mainly because felt a strong disagreement
with the rest of the PMC, about where we are, and how we give the project
more momentum.

If I understand correctly, the best option is to tag a source package
that identifies itself as "OpenOffice 4.1.2" and vote on that (so it's a
Release Candidate but if approved it becomes the final one, and so far
there is nothing new), but binaries may be an issue since we would spend
a lot of time (and also many signing credits, which are not for free) if
we sign Windows artifacts that will not be approved. Here I can
understand you request to vote only on source + English Windows binary +
other platforms binaries and then build other languages separately, only
after the first vote has passed. I agree with that.


Just to remember:
We vote only on the source (and therefore the source tarballs are relevant).

AFAIK the signing process is without any code changes. So, we need some 
code changes (1 fixed bug or 1 new/updated language) if we want to vote 
for something. ;-)

I think henkp stopped uploading releases to the mirrors. 4.1.1 is on
SourceForge only, since putting it on Apache mirrors was a lot of work
by Infra for negligible benefit to the users. So step 7 can probably be
ignored.


Yes, the users do not get any benefit as it is not (well-)known that AOO 
could be downloaded via Apache mirrors. We use Sourceforge and this 
works very well. So, to be Infra-friendly just make sure that no 
binaries will be uploaded to Apache mirrors - only the SDK and source files.

OK, so if nobody sees reasons to reuse "AOO410" I think we agree that we
will create a "AOO412" branch for 4.1.2.


Yes, please. IMHO every new release with code changes should have a 
separated branch - or at least SVN tag.

Sorry for the delay.  I've been distracted by various family events

1) It automatically rejects all posts unless sent from apache.org
email address.So this means only committers can submit notes.

2) All posts are held for moderation.   I'm one moderator.  I'm not

it did get moderated eventually, but thanks for this post. I had read
the instructions and followed them, but didn't know about the moderation
for all posts. All good now. No worries.
