The locked files most likely comes from AntiVirus software flagging new
versions of AOO as insecure.

We have reports that AVAST often does that and I am thinking of creating
an account there to upload the binaries and let them get approved.

I don't think it's disturbing. Indeed, OpenStreetMap and Wikipedia (and
other Wikimedia projects) have their discord server (in English and French).

Hi Matthias;

The only way I could install 4.1.14 was from the Microsoft store. Once i 
uninstalled 4.1.13, it is worked with no locked files problems.
