Please, note that on Writer there is no direct formatting for pages, they can only be formatted through page styles. To insert a different page layout between two other pages you need to insert two page breaks with change of page style. There is an earlier extension to do this at http://extensions.openoffice.org/en/project/Alba but I understand it has been rendered inoperable by later code changes in OpenOffice. Its code may give you some useful hints.
