Funny fact: I have two machines with Windows 11 (22H2 and 23H2 Insider Preview) and both do not have the option for "Suggested Actions". I only have "Clipboard History" and see no problems with AOO 4.1.15, when enabled. Your attached file consists of 16,346 nul (00) bytes. There is no recoverable data in it. It is not a valid ODF Text (OpenOffice Writer) document. It was apparently saved in a corrupted form. This can happen when OpenOffice is closed improperly or there was a problem with interruption of file saving. Was there a situation that had you force quitting from OpenOffice? You will need to go back to a backup copy that you had saved before. You *might* be able to find an AutoRecovery version of the file that was the one being worked from.
