The preferred way to contact INFRA is by creating an issue in JIRA.

I went ahead and created it this time:
https://issues.apache.org/jira/projects/INFRA/issues/INFRA-15822

You can subscribe to the issue if you have a JIRA account (or just 
create one). I think all registered users can open an issue, so if you 
see other infrastructure issues in future you can get Infra's attention 
on them in the same way.

I've tested again. Same results as reported in the other discussion. 
Basically, one IP from the DNS record is working and the other is not 
(so if you incur in the non-working one, the connection will time out). 
It's time for Infra to take a look.

longer to open the webpage.
I thought it was a problem with my ISP.
