Adding my +1 (non-binding)

I'm closing the vote. The vote for the release of "Reactive Java
client for Apache Pulsar 0.4.0 Candidate 1" passed with +4 binding
votes and +2 non-binding votes.
I'll proceed with the release procedure and release the source package
and promote the maven packages to be synchronized to maven central.
