Currently, leak suppressions include {{\*libqpid-proton\*}}. Such leaks can be
caused by
# harmless things in proton
# bug in proton
# bug in usage of proton by dispatch
Case 1 should be suppressed using targeted suppression. Cases 2 and 3 would
still manifest as dispatch bugs to a customer, therefore should not be
suppressed.
