[ANNOUNCE] JIRA system has been disabled for RocketMQ

Hi all,

We have disabled JIRA system and enabled GitHub issue, please use Github
Issue for the new bug report and feature request.

And there are some ongoing GSoC projects in JIRA system, please open a
thread on dev list to discuss and track them.
