Agreed, now with  https://issues.apache.org/jira/browse/SLING-7421 
 resolved and the IT added 
for this as well you could go ahead with spinning a new release to unblock 
Sling 10. We defer the baseline discussion to 
https://issues.apache.org/jira/browse/SLING-7429

Without knowing too much about the i18n bundle, I woudl separate fixing
the regression from properly defining the future behaviour. 

I would like to get Sling 10 out the door with the same behaviour as
Sling 9, rather than wait even more to get better basename handling.
After all, no one complained so far :-)
