dude, it's not a bug in SA, it's a bug in your configuration.  this bugzilla is
for bugs in SA.  configuration help is what the users list is there for.

also, you never posted your local.cf; we're not psychic!

Bugzilla isn't the place to see if I have a spamassassin bug ???

Wow...obviously I totally misunderstand the name Bugzilla.

Anyhow - since you were nice enough to point me to the lists, I was able to 
solve the problem. Interesting how I have been asking people about this for 
over a week now (on different boards, I have neither the time nor inclination 
to figure out how to use a wiki) and nobody has a clue. Turns out I was putting 
an equals sign in the required_hits line. Amazing how nobody noticed that.

Anyhow, sorry to bother you and Bugzilla.

Because bugzilla isn't the place to go debugging to see if you are having user
error or a spamassassin bug.

You need to run through the basic debugging steps (run --lint, -D, etc,)
which people on users can tell you all about.  Either it'll come up as an
already known issue, a user problem, or a probable bug.

Why? According to the docs, restarting spamd should cause it to reload the 
local.cf file. In my case, it doesn't - therefore it's a possible bug, no?

number.

This type of thing should be asked on the users list, not in Bugzilla.  There 
is also no SpamAssassin 4.1
