Planning for the first Apache incubator release

Hi folks,

Since we entered the Apache Incubator, we have made a lot of progress [1].
The current codebase is becoming stable. I propose to make the first Apache
incubator release, i.e., the first release (0.1.0) of Teaclave. I plan to
work on the logistics of releasing an Apache version in the next week.
These includes:
  - license checking
  - code packaging and signing
  - composing release notes

Before that, I'd like to ask if there are any building blocks missing or
any critical bugs still unsolved for the 0.1.0 release. For new features
and enhancements, we can put them to the next release.  Thanks.
