objections if [~lfcnassif] re-applies his patch to include jai-imageio-core?

Looks like LEGAL-44 discusses this without final resolution.  Points are made 
in both directions, hinging on whether this is a "field of use" restriction or 
acceptance of a no liability statement...

LEGAL-37 contains the original justification for including this as test scope.

commited. Should I manually update CHANGES.txt? And I can not assign this issue 
to me, do you know if I have to ask for permissions for someone else or must 
configure something?
