HTTP/2 support will be required for Tomcat 9 (through the Servlet spec at
least), and implementing it requires a new scheme for HTTP headers handling,
described separately in the HPACK specification.
Although required for HTTP/2 support, HPACK is effectively independent and is a
way to transmit headers (much) more efficiently than with HTTP/1.1.
Note: not an enhancement since it will be a requirement.
