Use https://repo.maven.apache.org/maven2/ More information at https://links.sonatype.com/central/501-https-required This happens especially for junit needed for "ant test". Switching to https in the URL should work. Of course this doesn't influence the functionality of the packaged code not the provided binaries, just the ability of running the tests (which seemingly nobody actually uses). The TC tests using tcnative are probably more important than the old bundled tcnative tests.
