Hi Alex, afaik, the difference is as follows: The JAR "javaee-api-XY.jar" contains all required APIs for a given EE release. Tomcat - by design - also includes some EE APIs. To avoid duplicates with the APIs brought in by Tomcat, there is "javaee-api-XY- tomcat.jar", which excludes those already provided APIs (via Tomcat) from the shaded JAR. I admit, that the naming with the classifier "tomcat" is a bit misleading / confusing.
