[VOTE] Release Tuscany SCA 2.0-M5.1 RC2

Please review and vote on RC2 of the SCA 2.0-M5.1 release.

This is a minor relese based on 2.0-M5 and provides fixes to running
Tuscany applications in Google AppEngine environment and other minor
fixes to remove compliance tests run from part of the source distro
build.

The distribution artifacts, RAT reports, and Maven staging repository
are available for review at:
http://people.apache.org/~lresende/tuscany/2.0-M5.1-RC2/

The release tag is at:

I did a diff of RC1 and RC2 which you can see at:
http://people.apache.org/~antelder/tuscany/m5.1-rc1-rc2-diff.txt

>From that diff I don't think RC1 really required a respin. Useful or
not the comments around the licenses are just a nice to have they're
not required by any legal or ASF policy, and IMO its more important
that we try to make doing Tuscany releases easier and less time
consuming. Something that might help in situations like this could be
to add an errata link on the release download page of the website and
mention that link in the release notes. That way we can make updates
to release documentation easily available and obvious and do that
without needing to redo RCs.

I suggest that we make it clear on the download page that this release doesn't 
contain all the latest changes in trunk.
