[IP Clearance] [Vote] Accept donation of CLI-for-Apache-Weex

Hi, all

The community of CLI-for-Apache-Weex [1], which is known as weex-cli or 
weex-toolkit recently proposed to make their code donated to ASF with 
Incubator-Weex as receiving PPMC. 

"CLI-for-Apache-Weex is dedicated to standardizing the tool base in the Weex 
ecosystem. It ensures that various build tools can be seamlessly connected 
based on smart default configuration, so you can focus on writing applications 
without having to spend days tangling configuration issues. "

From what I knew, they intended to make the donation to ASF months ago but 
finally gave up due to the uncertainty about who actually owns the code, their 
company or individuals. So they changed their name to avoid branding issue. 
While this time, they are going to provide ICLA from individuals and SGA from 
their employee to solve the uncertainty. Considering their employee also signed 
a CCLA [3] with ASF years before for Weex project, I think this is enough for 
solving the problem as all possible code owner agreed to make the donation. In 
return, CLI-for-Apache-Weex could be named to Weex-CLI back after the donation. 

As the donation will benefit Weex community for good, I am calling this vote 
for IP Clearance purpose. Though it’s not necessary to go through IP Clearance 
process for Incubating projects [2], there is no harm to do so.

Voting ends three days from today, i.e. Sep, 7th, 2019 at 0:0:0 AM (UTC time) 
[4].
