It will be useful for p2-repo and feature-categories as well, to identify and define categories with minimal set of features to gain required functionality. Ya, AFAIK we don't use it currently, since we do not currently support load average based autoscaling, but requests in-flight. We'll provide the support for load average based autoscaling in a future release, then we'll need this.
