debuginfo module you found on github is truly not the right module, it is just 
a try to display nice debug information in footer.

older Version to 4.6 and then make an new meta.php file for this without 
deleten the old one befor.
Just my idea...
Happens also on fresh installations with version 4.6.x

Seems like there are some checks, that break the re-activating.

Hi,

i had the same Problem. Dont know why this happend. Deleting aModules,
aModuleFiles, aModuleTemplates in tbl:oxconfig is the solution in my case.

Hey Joscha,

when you are deactivating an modul, this information will be stored in 
oxconfigparam "aDisabledModules".

It would be nice to have the new module debugging module from the oxid 
core-team ;-)
