Thunderbird uses standalone windows for the address book, message composition, and message display (i.e., reading *.eml files), but not for the add-ons tab, as far as I know. These should all be tabs, IMO. No idea if that relates to this Firefox functionality removal, however. (I wrote a private add-on that merges the address book into the main mail window since I hate the standalone window so much. I agree that this has outlived its usefulness and we should remove it and cleanup the code where we can.
