I didn't get you question/doubt in here clearly. Can you please
re-fraze it.
Kannel is considered as SMS gateway for entities that are "not
directly" GSM operators. Which means Kannel can be "bound" to several
(actually a lot of ;) SMSCs and hence act as a "gateway" to the
destination networks.
In terms of a GSM operator itself, they do usually intercarrier
routing via SS7 (which is a lower network layer). But Kannel *may* be
used as intercarrier routing facility (ie. using SMPP as protocol) on
the transport layer.
