I guess the approach then is to use the 'Manage' buttons (Manage the admins,
Manage the committers) to set your status to 'Awaiting Review', but indeed the
button to request the acl on all branches disappear once you have the acl on one
of the branch.

It cannot be retired in stable Fedora branches, since the packages
cannot be removed from the mirrors or distributed DVDs. I retired it in
f24 and master now. What about EPEL7, should it be retired there as
well?
