It shouldn't be much work to move it from 31 -> 38+ once the 31 code
is complete, it would be better to do that given 31 is completely not
maintained any more.

Can you transfer it to me please instead of retiring it in rawhide?
GNOME is likely to start using it in 3.24.

[HEADS UP] Retiring mozjs31

Hi,

At this point, nothing uses mozjs31, so I'm going to retire it in
Rawhide and orphan for F24 / F25. It was used by 0 A.D. (the reason
why we packaged it), but nowadays upstream migrated to mozjs38.
